Qatar Charity (QC), is an International nongovernmental Doha based organization dedicated to carry out humanitarian and development programs to fight global poverty by working in partnership with vulnerable communities. A leading Gulf-origin INGO is operating worldwide in more than 30 countries with the different nature of tasks ranging from relief and recovery to long term sustainable development programs. 

QC Nepal has been working in Nepal focusing on sustainable livelihood enhancing capacities, improving quality education, health and WaSH, social protection and community physical infrastructure (CPI) development since 2017. 

Position-1: Project Assistant Officer- Social Protection:

Location: Kathmandu, Nepal 

Employment Type: Contract

Term: Full time for the duration of the project contract 

The Assistant Project Officer – Social Protection will support to the Project Officer- Social Protection for the collection and analysis of information, data and statistics to support projects. The role will be responsible for managing the social protection project supervising and supporting to orphan children and person with disabilities for their education, livelihoods and overall development and managing relationships with partner organizations, sectoral key stakeholders including Local Governments.

Skills:

Excellent computer skills including email, internet, MS office and graphic designing,

Excellent standard of written and spoken Arabic, English and Nepali.

Key Results

Collection and analysis of information, data and statistics and project/meeting services to support projects, products and services.

Key Functions

Collection and analysis of relevant technical and social information to support the delivery of social protection projects,

Undertakes analysis, provides technical inputs on reports and edits/revises technical documents.

Participates in the development of improved work methods, tools and systems and updates on database 

Collaborates in the development of training tools and materials and in the organization of workshops/seminars etc.

Participates in the organization, conduct and capacity building trainings, consultations, production of required materials and assistance to partner organization and stakeholders. 

Frequent visit to the fields and performs other duties

Minimum Requirements

Bachelor degree in social study, development studies or related fields

Two years of relevant experience in the field of development with specialization in social protection and child right

Working knowledge of Arabic, English, and Nepali or any local dialects of Terai region.

Technical/Functional Skills

Work experience in more than one location or area of work, particularly in field positions is desirable.

Knowledge and experience related to child right and protection, women right and policies and programmes.

Demonstrated ability to work effectively in multidisciplinary and multicultural teams, in complex organizations and ability to deliver quality results while meeting deadlines under shifting priorities.


Position-2: Assistant Finance Officer: 

Location: Kathmandu, Nepal 

Employment Type: Contract

Term: Full time for the duration of the project contract 

The Assistant Finance Officer will support to the Finance Officer for the efficient, compliant and transparent management of finances. The roll will be responsible for the monitoring of financial report submitted by the partner organizations and support to finance officer for the data entry on the database and managing relationships with partner organizations meeting the all compliances. 

Skills:

Excellent computer skills including email, internet, MS Office, with the experience of accounting software and excellent standard of written and spoken Arabic, English and Nepali.

Key Results:

Specialization in finance or accounting and experience of working in finance, administration and/or procurement in a relevant field in NGOs or INGOs. Sound knowledge of accounting procedures and principles and excellent Microsoft word and excel spreadsheet skills are key attributes.

Key Functions:

Make payments, ensuring compliance with Qatar Charity and donor agency rules and regulations. 

Keep accurate and complete records of financial transactions in the computerized accounting system. 

Maintain proper filing of vouchers and backup documents and safe storage of cheque books and banking documents. 

Prepare monthly bank reconciliation statements and reconcile account balances. 

Support preparation of report to Qatar Charity, Doha office weekly, monthly and as needed. 

Support preparation of salary sheets, deposits of salaries, taxes and other employment related liabilities. 

Procure goods and services, ensuring compliance with Qatar Charity and donor rules and regulations. 

Maintain proper inventory records of goods and equipment owned by Qatar Charity and ensure that relevant control systems are in place and complied with. 

Closely work with partner organizations’ finance teams on project financial reporting, ensuring accuracy and alignment with approved budgets. 

Support the organization and management of statutory audits

Minimum Requirements

Bachelor’s degree in business administration, or business studies or management with specialization in finance or accounting 

Two years of relevant Experience of working in finance, administration and/or procurement in a relevant field in NGOs or INGOs

Working knowledge of Arabic, English and Nepali. 

Competencies

Results focus, good communication and teamwork

Sound knowledge of accounting procedures and principles 

Experience of using accounting software

Knowledge sharing and continuous improvement

Technical/Functional Skills:

Support the efficient running of Qatar Charity Nepal office, help to identify needs and improve or develop systems where necessary. 

Manage logistic arrangements for project activities and travel. 

Ensure that organizational administrative documentation is up-to-date and in place. 

Support with administrative and legal procedures.

Help to ensure finance, HR, and operations policies and procedures are available as a central resource to staff and support compliance. 

Support in logistics management of training, events and monitoring visits


Position-3: Assistant Project Officer - CPI: 

Location: Kathmandu, Nepal 

Employment Type: Contract

Term: Full time for the duration of the project contract 

Assistant Project Officer - CPI will support to the Project Officer-CPI for technical quality of all the WaSH intervention and Community Physical Infrastructure. The roll will be responsible for the monitoring of water supply system, sanitation and construction of infrastructure and support to senior officer for the data entry on the database and managing relationships with partner organizations, sectoral key stakeholders including Local Governments

Skills:

Excellent computer skills including email, internet and MS Word, Excel, and Power point, with the experience of estimation and designing the project and excellent standard of written and spoken Arabic, English and Nepali.

Key Results:

Specialization in technical activities related to construction ensuring the efficient and smooth operation of the WaSH and infrastructure development. Sound knowledge of developing plan for the improving the project collate data from the field and partner organization and prepare regular report to submit senior officer and enter on database.  

Key Functions:

Plan and carry out need assessments, baseline studies and periodic studies, and feedback findings to communities so as to enable communities to find solutions to WASH-related problems.

Collate data from the communities and local partners and prepare regular reports for submission to senior officer and enter on database system. 

Liaise with community leaders and other sectors and agencies working locally in order to coordinate within the WASH sector. 

Support preparation of report to Qatar Charity, Doha office weekly, monthly and as needed. 

Develop and review project designs to ensure compliance with relevant standards, procedures, and codes.

Develop and review BoQs and technical specifications

Ensure that accurate and detailed records of project matters are formulated and kept.

Conduct site assessments and surveys.

Provide on-site technical assistance to contractors or service providers and beneficiaries during the process of implementation, including management of construction activities.

Prepare and submit regular progress reports and work plans to the senior officer 

Carry out other related tasks as directed by the line management.

Minimum Requirements:

Bachelor’s Degree in civil engineering 

Two years’ experiences in water, sanitation and construction projects in NGO/INGO.

Excellent understanding of low cost and environment friendly sanitation.

Have excellent understanding of technical drawings.

Working knowledge of Arabic, English and Nepali. 

Competencies

Sound knowledge of technical drawings, Auto Cad, Stad Pro

Experience in WaSH and construction project 

Knowledge sharing and continuous improvement

Technical/Functional Skills:

Support the efficient running of Qatar Charity Nepal office, help to identify needs and improve or develop systems where necessary. 

Conduct on site investigations and analyze data (maps, reports, tests, drawings and other)

Monitor progress and compile reports in project status

Support with database entry and frequent field visit.
